David H. Shippee

David Shippee is the CEO of Chase Brexton Health Services, Inc., one of Maryland’s largest federally-funded community health centers and its largest community-based provider of health care services to HIV-infected persons.  Shippee came to Chase Brexton 17 years ago having served the previous four years as the Administrative Director of the AIDS Treatment Program at Albany Medical Center in Albany, N.Y.  He holds a bachelor’s degree in Health Policy from SUNY Binghamton in Binghamton, N.Y., and an MBA in Health Administration from Union College, Schenectady, N.Y.

Shippee is the past president of the Mid-Atlantic Association of Community Health Centers, was a member of the Greater Baltimore EMA Ryan White Planning Council for seven years and chair of its Comprehensive Planning Committee.  Additionally, he is the co-chair of the Board of Directors of Priority Partners Managed Care Organization and was the president of Community Health Integrated Partnership for the past seven years, a statewide integrated services network of eight community health centers. He has served as a consultant to the US Department of Health and Human Services’ Health Resources and Services Administration (HRSA) for the past 14 years in assisting federal grantees to create more self-sustaining programs within their own organizations.

His professional interests include application of performance improvement strategies in ambulatory health care delivery and a continuing focus on the development of more sustainable indigent health care delivery models.
