2010 Horizon Strategic Objectives
The Horizon Foundation has a new Strategic Plan
with a January 1, 2010 implementation
date. The plan was preceded by extensive
data collection, information analysis and
focused interviews that were conducted across
the community.
The overall Plan was developed by the Foundation Board with the Strategic Planning Committee in the lead. The Plan contains the following elements. These are Foundation objectives that follow our strategic goals. The objectives listed complement and are integrated with the Foundation’s responsive grant programs.

Sentinel Initiatives
- Assess and implement
strategies aimed at improving physical
activity, healthful eating and other positive
lifestyle changes
- Implement the
Southeast Health Initiative (SE 2015 Plan)
focusing on improving the determinants of
health and wellness in SE Howard
County
- Work towards improvement in the efficiency and effectiveness of individual health and human service agencies and the overall service delivery system
Other Initiatives and Projects
- Oversee and nurture
Community Emergency Response Network
development and the Horizon Foundation’s
pandemic agenda
- Examine Howard
County health workforce gaps and potential
strategies to address selected
challenges
- Examine health
related needs of county residents who currently
do not speak English starting with Spanish
speaking residents
- Support the Howard County Health Department in the area of mainstream public health functions as warranted
