The Horizon Foundation, whose mission is to promote health and wellness in Howard County, partnered with other Howard County agencies and government shortly after September 11, 2001 to form the Community Emergency Response Network. CERN's mission is to facilitate the development of a community-based disaster response plan for Howard County to ensure optimum preparedness in the advent of a weather, man-made or pandemic flu emergency.

The Horizon Foundation seeks an Administrator for the CERN initiative.
Job Description:
The CERN Administrator will perform administrative tasks in support of CERN members and committees. Will also play a key operational role of mobilizing the CERN Incident Coordination Team (ICT) potentially interfacing during emergencies with the county’s Emergency Operations Center (EOC). Will review preparedness information and best practices, providing relevant materials to members and represent CERN when requested by Chair or Vice Chair. Schedules, attends and prepares materials for multiple CERN meetings with appropriate follow-up. The CERN Administrator coordinates the CERN office, housed within the Foundation suite. This is a part-time position (hours to be determined).Requirements:
- Demonstrated administrative skills and logistical capabilities
- Ability to handle emergency situations with composure
- Mature, discrete with sound judgment
- Flexible and open to new ideas and procedures
- Strong teaming skills for an unpredictable and changing environment
- Handle multiple tasks while attentive to detail
- Ability to meet deadlines and good follow through skills
- Excellent communication skills
- Ability to anticipate and resolve problems and suggest/implement solutions
- Proficient in Microsoft Office
Desirable:
- Knowledge of emergency preparedness
- Knowledge of non-profit organizations and government
- Residence in Howard County
